Life began in Denver, Colorado for a beautiful baby girl born to Anita and Steve Harper, Sr. Felicia, better known as Rachel, was the third of four children born into the family. She was educated in the Denver Public School system as a student at Whitter Elementary, Morey Middle School and East High School.

From the beginning, Rachel was very close to her Mother. She would spend time in the kitchen watching her mother prepare delicious meals for the family. As a result, she developed a passion for cooking. Rachel was a fun loving child with a love for music. The family recalls how she would sing and dance around the house, using a hair brush as a microphone. She was full of life.

On November 4, 2000, Rachel married the love of her life, William Edmond, III. Rachel and William know each other from childhood because their mothers were best friends. They were always together. William loved her deeply and said, "I enjoyed every minute that I was able to spend with her". Going out to dinner, lessoning to music, or entertaining family and friends at home, it was a joy to be with her. They were not blessed to have any children, but they shared life in love, met challenges when they came and stood in unity through it all.

Rachel was known as a "Fashion-eta". Her greatest past time was shopping which she was a passion she shared with her mother. No matter the store if there were clothes, Rachel would find her way to the racks to see what was available. She loved perfume as well. Her mother frequently picked up items that she thought Rachel would like.

Inspired by her mother, Rachel became a great cook. Holidays were especially fun. At Christmas she would fry a turkey for the feast. Mexican Food was her favorite and sharing a meal with family and friends was the highlight of her day.

Health issued became a task that Rachel faced with the love and support of her husband, family and friends. On good days and bad, she faced the day with her beautiful smile and positive attitude.

Just four day short of her 50th birthday, Rachel departed this life after a long illness. Proceeding her in death is her sister Phyllis Watson. Left to cherish her memory is her beloved husband William Edmond, III, her mother Anita Cortez, father Steve Harper, Sr., her brother Michael Cortez, Steve (Roberta) Harper, Jr., a host of nieces, nephews, other relatives and loyal friends.
