Deborah Jeanine Carter was born on July 8, 1952, to Robert L and Velva "Cutie" Carter in Denver, Colorado. She grew up in a loving home and was the fifth born out of seven children. Deborah was educated in the Denver Public Schools system. She attended Barrett Elementary, Gove Jr High, and was a proud graduate from Denver East High School class of 1970. She pursued higher education at Colorado State University where she studied English.

God placed a calling on Deborah heart at an early age. She accepted the Lord's call and was a member of Macedonia Baptist church most of her life. She enjoyed going to church on Sunday and attending Tuesday morning Bible study.

As a single mother, Deborah taught her boys what it means to be reliable and how to persevere through tough times. When she was blessed with grandchildren, Deborah's joy was overflowing. Mia and Carter added a special dimension to her love. Deborah had an infectious laugh, great sense of humor and caring spirit. She also found pleasure in listening to music, going out dancing with friends, and playing cards. Backgammon was her game and was very good at it.

She worked her way through the ranks of the Denver City and County Career Services. She started her career as a clerk at the Denver County Jail work release program.
